How are states "Enforcing" Home Care EVV? - Florida Example

One of the questions that we're frequently asked is whether the states will immediately stop reimbursing every visit that doesn't comply with Electronic VIsit Verification (EVV) on the "Go Live" date for their state.

It's a tricky question to answer because most of the states are still working in good faith to finalize their EVV plans.

But we're willing to go out on a limb and say that the general answer is "no." The reason is that if the states stop paying the home care agencies on day 1, then the care received by the home care recipients will suffer, and that is not anyone's intent.

What we expect to happen is something more like we're seeing in this memo from the state of Florida.

What does this tell us about enforcement? We interpret this to imply three things:

They're very serious about EVV and expect every agency to be on board
They understand that change management is hard and will take time for your agency and caregivers to achieve high compliance
Ultimately, they're expecting a high level of performance (but not perfection).
