          How does EVV work in Alabama?

          Alabama uses an open EVV model, which Alabama Medicaid calls the Provider Choice Model. There is no state-run EVV system. Each provider chooses its own EVV system, and that system has to meet Alabama Medicaid requirements and send visit data to Alabama Medicaid's EVV aggregator. The details are on the Alabama Medicaid EVV page.

          EVV is required for all Medicaid personal care and home health services, and each visit record has to capture the six data elements set by the federal Cures Act. Alabama Medicaid's enrollment forms page states that the federal mandate covers all personal care and home health services effective January 1, 2024.

          • No free state tool: Alabama used to offer free EVV tools through HHAeXchange. Those tools ended on April 1, 2025, and enrollment in the state-sponsored solution is closed. Every provider now needs its own EVV system.
          • Aggregator: the state page refers only to Alabama Medicaid's EVV aggregator. HHAeXchange's public state status page lists the Alabama aggregator as in house.
          • Enrollment: an EVV attestation form is a required part of the enrollment application for Private Duty Nursing, Home Health and Technology Assisted (TA) Waiver providers.
          • Questions: Alabama Medicaid takes EVV questions at MedicaidEVV@medicaid.alabama.gov.

          Does Alabama deny Medicaid claims without a verified EVV visit?

          We do not know, and we will not guess. We did not find any public Alabama Medicaid source that says claims for personal care or home health are denied or held when there is no matching EVV visit. We also did not find one that says they are paid regardless. Ask Alabama Medicaid directly at MedicaidEVV@medicaid.alabama.gov before you build a billing process on either answer.

          Important: No published claim denial rule is not the same as no consequence. EVV is still required for every personal care and home health visit, and the data still has to reach the state aggregator. Treat a visit that never reached the aggregator as a compliance problem, whether or not it holds up a claim today.

          The one EVV payment rule we did find applies to self-directed workers, not to agency claims. In the Personal Choices program run by the Alabama Department of Senior Services, workers under the Elderly and Disabled and ACT waivers record visits in the system supplied by the program's fiscal agent, Acumen. A worker is paid only after the client or the Employer of Record verifies the visit in that system. Paper timesheets are not accepted for time worked after June 1, 2024, and corrections to EVV time have to be made within 60 calendar days to be considered for payment. This is a payroll rule for self-direction. It is not a documented Medicaid claim edit.

          What is changing next for Alabama EVV?

          As of our last check on October 8, 2026, we did not find any upcoming EVV change announced by Alabama Medicaid. We looked at the state EVV page and the state's alert lists. That is not proof that nothing is planned, so check the Alabama Medicaid EVV page from time to time.

          Two recent notices touch home care programs but do not change EVV:

          • Alabama Medicaid posted a TA Waiver renewal application for public comment on June 5, 2026. The changes it lists concern assistive technology and goods and services, not visit verification.
          • An Alabama Department of Senior Services memo dated September 17, 2026 says that, effective October 1, 2026, the Personal Choices cash allowance under the Elderly and Disabled waiver is replaced by a purchasing process for goods and services. It does not change how visits are verified.

          Who is the EVV aggregator in Alabama?

          Providers send visit data to Alabama Medicaid's EVV aggregator. The state page does not name an outside company as the aggregator, and HHAeXchange's public state status page lists the Alabama aggregator as in house.

          Can I choose my own EVV software in Alabama?
