Electronic Visit Verification (EVV) in South Carolina
All states: EVV requirements map
In short: The state requires its own EVV system (AuthentiCare) for waiver in-home care, and claims are generated from its visit data. Change ahead: South Carolina has chosen a replacement EVV vendor, and a more open model has been described. No go-live date has been published.

How does EVV work in South Carolina?
South Carolina runs its own EVV system. The South Carolina Department of Health and Human Services (SCDHHS) requires providers of in-home services in four of its waivers to take part in all components of the state EVV system, which is AuthentiCare from Fiserv. Caregivers check in and out by landline phone (IVR) or by smartphone app. We did not find any state document that describes another way to capture these visits today.
The four waivers are:
- Community Choices
- HIV/AIDS
- Mechanical Ventilator Dependent
- Medically Complex Children
AuthentiCare works together with Phoenix, the SCDHHS case management system. Phoenix holds the service authorizations and schedules, and the EVV system uses them to check that the service delivered matches what was authorized. Participant-directed services in these waivers are also documented under the EVV guidelines, with payment going through the fiscal agent.
One recent change matters for every caregiver's phone. A notice on the Phoenix provider portal dated September 28, 2026 said AuthentiCare 2.0 would be retired on September 30, 2026, and that workers must use AuthentiCare 3.0. If any of your caregivers are still on the older app, move them now.
Are South Carolina Medicaid claims tied to EVV visits?
Yes, for the four SCDHHS-run waivers. The approved waivers say in-home services require EVV and that claims are generated from EVV visit data. Agencies do not build these claims themselves. Phoenix submits them to the state's Medicaid claims system, and only for services and units that were authorized.
A few points follow from that design:
- The authorization sets the ceiling. A claim is submitted only up to the authorized level, so time worked beyond the authorization does not turn into extra billed units.
- Direct billing is the exception. The Community Choices waiver says providers may bill directly in Phoenix only when there was a worker error or the system was unavailable.
- Fix problem visits quickly. The provider manual says resolutions must be uploaded in Phoenix within two weeks of the date of service.
- Billing runs most days. The manual says the EVV system generates billing six days a week.
In practice, a visit that was delivered but not recorded correctly in the state system is a visit that does not produce a claim until someone fixes it. Agencies that review exceptions every day stay ahead of that two week window. We did not find a published date for when this link between visits and claims began.
Which South Carolina programs do not use EVV today?
Three waivers do not require the EVV billing system today: Intellectual Disability and Related Disabilities (ID/RD), Community Supports (CS) and Head and Spinal Cord Injury (HASCI). These waivers are operated by the Office of Intellectual and Developmental Disabilities, formerly SCDDSN. Providers in these programs can submit claims through the South Carolina Medicaid Web-based Claim Submission Tool, and the manual asks for claims at least within the quarter after the date of service.
SCDHHS planned to launch EVV for these waivers on December 11, 2022, then postponed the launch. We did not find a later launch notice or a new date.
Home health is less clear. The federal Centers for Medicare and Medicaid Services approved a good faith effort exemption for South Carolina's home health care services for calendar year 2023. We did not find an SCDHHS notice showing that EVV is live for Medicaid home health visits. If you bill Medicaid home health, check the current rule with SCDHHS before you assume either answer.
What is changing next for South Carolina EVV?
South Carolina has awarded its EVV contract to HHAeXchange, but AuthentiCare is still the system providers use, and no go-live date has been published. A state vendor conference deck from April 2026 listed AuthentiCare as the current EVV system and the future EVV vendor as still to be determined. The same deck said the new EVV is meant to expand coverage to all required services.
Important: HHAeXchange's own South Carolina page says providers will be able to use a free HHAeXchange portal or a third-party EVV vendor that integrates with it, under a new open model. That page carries no dates, and we did not find an SCDHHS document that confirms the open model. Treat it as announced, not final, and keep using the state system until SCDHHS tells you otherwise.
Several things are not yet known: when the new system starts, which programs move first, whether the ID/RD, CS and HASCI waivers will be brought under EVV, and whether home health will be included. SCDHHS has said in its waiver documents that changes to EVV requirements will be announced by Medicaid bulletin at least 30 days ahead, so the bulletins are the place to watch.
The state has also started a new procurement for the fiscal agent that handles participant-directed services, because the current contract is expiring. No vendor or date has been announced for that either.

South Carolina EVV questions
What EVV system does South Carolina Medicaid use?
South Carolina uses AuthentiCare, a Fiserv system run for SCDHHS. Caregivers record visits by landline phone (IVR) or smartphone app. AuthentiCare 2.0 was retired on September 30, 2026, so workers now need AuthentiCare 3.0.
Can I use my own EVV software in South Carolina?
Not for capturing visits today. The state requires providers in the Community Choices, HIV/AIDS, Mechanical Ventilator Dependent and Medically Complex Children waivers to use its own visit verification system, and we did not find a state document describing another option. The vendor chosen for the next system describes a future open model, but the state has not confirmed it or given a date.
Which South Carolina services require Electronic Visit Verification?
In-home services in four SCDHHS-run waivers require it: Community Choices, HIV/AIDS, Mechanical Ventilator Dependent and Medically Complex Children. Participant-directed services in these waivers are documented under the same EVV guidelines.
Does South Carolina pay claims without an EVV visit?
For the four SCDHHS-run waivers, claims are generated from EVV visit data and submitted by the state's Phoenix system, only for authorized services and units. Providers may bill directly in Phoenix only when there was a worker error or the system was unavailable. A visit that is not recorded or corrected in the state system does not produce a claim.
Do the ID/RD, Community Supports and HASCI waivers require EVV?
No. The current SCDHHS provider manual says these three waivers do not require the EVV billing system, and providers can bill through the Medicaid Web-based Claim Submission Tool. A launch planned for December 2022 was postponed, and we did not find a new date.
Is HHAeXchange replacing AuthentiCare in South Carolina?
The state has awarded its visit verification contract to HHAeXchange. As of our last check, AuthentiCare was still the system in use and no go-live date had been published. Watch for an SCDHHS Medicaid bulletin, which the state says will come at least 30 days before EVV requirements change.
Is EVV required for Medicaid home health in South Carolina?
We could not confirm it either way. Federal regulators approved a good faith effort exemption for South Carolina home health care services for calendar year 2023, and we did not find an SCDHHS notice showing that visit verification is live for home health. Check with SCDHHS before you rely on either answer.
How fast do EVV visit problems need to be fixed in South Carolina?
The SCDHHS provider manual says resolutions must be uploaded in Phoenix within two weeks of the date of service. Because claims are built from visit data, an unresolved visit also means a claim that has not been submitted. Daily review of exceptions keeps both problems small.
