How does EVV work in Georgia?
Georgia uses an open EVV model. The Georgia Department of Community Health (DCH) provides a State EVV solution, Netsmart Mobile Caregiver+, at no cost to providers for Medicaid EVV services. An agency can use that system, or it can use a third-party EVV system that is integrated with it. Netsmart is also the state aggregator, so visit data from third-party systems flows into the State EVV solution.
To use a third-party system, three things have to be true, according to the DCH third-party information page:
- The system meets the federal EVV requirements.
- The provider and the vendor complete the Georgia DCH Third-Party Attestation.
- The system sends its visit data to the State EVV solution.
The cost of a third-party system falls on the provider. DCH publishes a list of third-party EVV vendors.
Caregivers can record a visit with a mobile app, by telephone (IVR), or the agency can enter the visit manually with a reason code. Telephone check-in requires an application to DCH and DCH approval, and it works only from the member's landline. Key fobs and fixed devices are no longer offered.
Does Georgia deny Medicaid claims without EVV?
Yes. Since January 1, 2022, claims for EVV-required personal support and community living support services must be submitted to GAMMIS (Georgia's Medicaid claims system) through the State EVV solution, and claims that lack EVV information are denied. Fee-for-service home health joined this rule for dates of service on or after September 14, 2026.
DCH does not allow these claims to be keyed into the GAMMIS web portal. The one exception in the DCH provider FAQ is a claim tied to an open Netsmart support ticket at Tier 2 or higher.
The home health change came in two steps:
- August 31, 2026: soft go-live for fee-for-service Home Health Care Services.
- September 14, 2026: mandatory go-live. DCH posted on that day that the implementation was complete and that applicable claims with dates of service on or after September 14, 2026 must be submitted through EVV.
Important: The DCH EVV program described on this page is for fee-for-service Medicaid. We did not find a published EVV requirement, vendor or start date for services covered by the Georgia Families managed care plans. If you bill one of those plans for home health or personal care, ask the plan's provider relations team what it requires.
In practice, a visit that was delivered but never recorded correctly in EVV is a visit that cannot be billed the normal way. Agencies that review missed and incomplete visits every day have far fewer problems at billing time.
Which Georgia Medicaid services require EVV?
EVV applies to personal support services in the CCSP, SOURCE and ICWP waivers, to personal care support in GAPP, to community living support in the NOW and COMP waivers, and to fee-for-service home health visits. The DCH EVV page lists the exact procedure codes and modifiers for each program.
- CCSP and SOURCE: Personal Support Services (T1019), Extended Personal Support (T1019 TF) and Consumer Directed Personal Support (T1019 UC).
- ICWP: Personal Support Level I and Level II (T2025 U5 TF and TG), the traumatic brain injury versions of both levels, and Consumer Directed Personal Support (T2025 U5 UC).
- GAPP: Personal Care Support (S9122) and the Family Caregiver Option (S9122 U2).
- NOW and COMP: Community Living Support (T2025 with U4 or U5), including the shared versions for two or three members.
- Home health (category of service 200, specialty 088): speech therapy (92507), physical therapy (97161 to 97164), occupational therapy (97165 to 97168), G0151 and G0152, home health aide (S9122) and skilled nursing (S9123 and S9124).
Home health visits need physician orders. Since a DCH announcement on October 6, 2026, the referring physician's information must be on every home health EVV visit record.
Self-directed members are covered too. Continuum Fiscal Services, a fiscal agent for self-directed members, uses the Netsmart system and enrolls its employers in it.
We did not find a clear statement on whether in-home skilled nursing under GAPP is subject to EVV. GAPP nursing providers should confirm with DCH.
What is changing next for Georgia EVV?
We found no upcoming change to Georgia EVV as of our last check. The most recent DCH announcement we read was dated October 6, 2026, and it did not announce a new phase, a new service or a new deadline.
The big change of 2026 has already happened. Home health EVV became mandatory on September 14, 2026, and DCH reopened third-party integrations for home health on July 16, 2026, limited to vendors that actively support at least one enrolled Georgia Medicaid provider. If you use a third-party system for home health, confirm with your vendor that its integration covers the home health codes.
DCH posts updates on its EVV announcements page, which is the best place to watch for new requirements.

Georgia EVV questions
Does Georgia deny Medicaid claims without EVV?
Yes. Since January 1, 2022, claims for EVV-required personal support and community living support services must be submitted through the State EVV solution, and claims that lack EVV information are denied. Fee-for-service home health claims must also go through EVV for dates of service on or after September 14, 2026.
Who is the EVV aggregator in Georgia?
Netsmart is the state aggregator. Its Mobile Caregiver+ product is Georgia's State EVV solution, and it also receives visit data from third-party EVV systems that agencies choose to use.
Can I choose my own EVV software in Georgia?
Yes. Georgia is an open model state, so an agency can use the free state system or a third-party system. The third-party system has to meet federal Electronic Visit Verification requirements, the provider and vendor must complete the Georgia DCH Third-Party Attestation, and the system must send its data to the State EVV solution. DCH publishes a list of third-party vendors, and Ankota is on it.
Which Georgia Medicaid services require Electronic Visit Verification?
Visit verification is required for personal support services in CCSP, SOURCE and ICWP, personal care support in GAPP, and community living support in the NOW and COMP waivers. It is also required for fee-for-service home health visits, including skilled nursing, home health aide and therapy. The DCH EVV page lists the exact procedure codes.
When did EVV become mandatory for home health in Georgia?
September 14, 2026. Georgia held a soft go-live on August 31, 2026, and DCH confirmed the mandatory go-live on September 14, 2026 for fee-for-service home health agencies. It applies to claims with dates of service on or after that day.
Do Georgia Medicaid managed care plans require EVV?
We did not find a published EVV requirement for services covered by the Georgia Families managed care plans. The state's documented EVV program is for fee-for-service Medicaid. If you bill a managed care plan, ask that plan directly what it requires.
How can caregivers record a visit in Georgia?
Caregivers can check in and out with a mobile app or by telephone, and an agency can enter a visit manually with a reason code. Telephone check-in needs an application to DCH and DCH approval, and it works only from the member's landline. Key fobs and fixed devices are no longer offered.
Does the state EVV system cost Georgia providers anything?
No. Netsmart Mobile Caregiver+ is offered at no cost to providers for Medicaid EVV services. An agency that chooses a third-party visit verification system pays for that system itself.
